NOTICE - Executive Order 105
In light of the dangers posed by COVID-19, Governor Philip D. Murphy issued Executive Order No. 105 which orders and directs the following:
In addition to accepting hand delivery of candidate petitions that are due by 4:00p.m. on March 30, 2020, the Secretary of State, county clerks and municipal clerks shall allow for these candidate petitions to be submitted electronically.
Therefore, nominating petitions for Freeholder may be emailed to the following email addresses or faxed to the number listed below:
In your email, please include a telephone number for the County Clerk’s Office to contact you with a confirmation of receipt. The County Clerk’s Office will only accept candidate petitions for Freeholder. All other nominating petitions such as state/municipal/county committee must be directed to the appropriate election official.

Single Signature Electronic Candidate Petitions
Effective immediately as a measure to mitigate the spread of COVID-19, candidates can now obtain signatures electronically on a nominating petition. Please be advised that these are only supplemental signature pages.
A candidate/designee will still need to complete all of the required documents (i.e. Oath of Allegiance, Certificate of Acceptance, etc.) All of the statutory requirements will remain the same.
Please see the below instructions on how to complete the electronic nominating petition.
Instructions on Completing Electronic Nominating Petition:
Step 1: Candidate/designee will download the nominating petition from the Division of Elections at the following website. https://www.state.nj.us/state/elections/candidate-information.shtml
Step 2: Candidate/designee will fill in their information where required.
Step 3: Candidate/designee will save the file to their computer/laptop.
Step 4: The saved petition can be provided to the petition signers electronically.
The petition signer will need to print, sign, scan the document and return to the candidate. If you do not have the ability to scan a document, please create a digital signature and return the electronic file to the candidate.
Please Note: It is the sole responsibility of the candidate/designee to collect the single signature petition forms from the voters.
THE TOTAL NUMBER OF SIGNATURES AND PETITION FILING DEADLINE HAS NOT CHANGED.
Candidate petitions but must be received by the deadline date, on or before 4:00 p.m. on March 30, 2020. (N.J.S.A. 19:23-14)

Gloucester County Foreclosure Prevention Assistance Program
During these tough economic times, The County Clerk’s Office is proud to offer a free program to help Gloucester County residents keep their homes. It is the goal of the Foreclosure Prevention Assistance Program to provide help and support to consumers who are experiencing difficulty meeting their monthly mortgage obligations. This program provides assistance in negotiating modifications to existing mortgage loans and provides critical information for homeowners to avoid foreclosure.
