The Division of Youth Services

At the pleasure of the Gloucester County Freeholder Board, the Gloucester County Youth Services Commission serves as the comprehensive planning entity for local youth, as part of New Jersey's Juvenile Reform Bills first signed into law in December of 1995. Youth Service Commissions were established by law to plan and implement strategies, and to advocate the reduction of juvenile delinquency and improve the juvenile justice system with in our County. Youth Services Commissions are also designated to administer the State/ Community Partnership/ Family Court Grant, as well as provide oversight for Juvenile Detention Alternative Initiative funding as the primary advisory body for the Gloucester County Board of Chosen Freeholders. Responsibilities include planning, funding, and monitoring of services for youth involved or at risk of involvement in the juvenile justice system in five key domains which include:

Prevention - Services funded included after school programs for youth in Woodbury, Paulsboro and Glassboro, and the Gloucester County SURE Student Summit.

Diversion - Services funded include a station-house adjustment program and Family Court informal court programming for youth who have minor offenses as well as the Family Crisis Intervention Unit. 

Detention - Juvenile Detention is provided by Camden County under a shared services agreement.  Youth, in Detention and currently involved in a Detention alterative, are reviewed monthly for case planning recommendations and service requests by Gloucester County’s Juvenile Multi-Disciplinary Team called the Juvenile Expediting Team (JETs). Juvenile Detention Alternative Initiative (JDAI) funding also provides services to assist youth by providing coaching and additional resource for youth at risk of violating the terms of their probation.

Disposition – Services funded for juvenile probationers including specialized counseling for juvenile sex offenders, substance abuse outpatient treatment, cognitive behavioral skills training, life coaching, and employment and education advocacy services.

Re Entry - Youth coming back into the county from secure care need targeted, personalized services, accessible through the previously listed programs as well as resource planning by the Juvenile Multi-Disciplinary Team called the JETs.
