The county government realizes that no matter how attractive the location, infrastructure, and taxes, if the location doesn't have a good quality of life, businesses will not come and people will not stay. It also has made safety a primary focus, realizing that people want clean, safe communities first and foremost for living and raising families. Considering that Gloucester has the eighth-lowest crime rate of New Jersey's 21 counties and a rate that is considerably lower than that of neighboring Philadelphia, that policy seems to be working.
