Owner Occupied Rehabilitation Program
Triad Associates has been authorized by Gloucester County to assist in the administration of the program and to communicate with applicants & contractors. If you have questions regarding this application or need assistance, please call Becky Conway at 856-690-9590.
Program Overview
The County has helped low and moderate income homeowners (up to 80% Area Median Income (AMI)) renovate their homes through emergency repair loans and deferred payment loan programs. The purpose of the Housing Rehabilitation Program is to bring owner-occupied dwellings up to local and state building codes and to provide more livable and suitable environment for the homeowners, increase property values, and serve as a catalyst for neighborhood revitalization.
Program Eligibility
Eligibility for all programs is strictly based on income, family size and type of improvement. Being handicapped, elderly or disabled does not automatically qualify you for the program. Please refer to Program Manual for eligible improvements.
This program is not intended for remodeling or cosmetic repairs, i.e. painting, decks, siding.
How to Apply
Paper applications can be downloaded under Related Documents or you can contact Triad Associates at (856) 690-9590. You may also apply online through the Neighborly portal as instructed below:
- Click here to Register as a user on the Neighborly online portal
- Register by entering a valid email address and enter your name (no nicknames) and create a password
- Your email and password will be your credentials for future login
- Select the Application: Housing Rehabilitation Program
- Once you begin your application, you will be assigned a Case ID# and will be able to save your application and go back in to complete if you need time to collect your documents to upload. **Please note that once you submit your application, you cannot re-open for edits.
- Once the application submission is closed, you will be able to check the status of your application by logging in.

Septic Systems
The County has allocated approximately $300,000 in HUD & USDA funds for the replacement of septic systems for eligible households located in priority USDA eligible areas of the Townships of Franklin, Elk and Monroe and have a household income of at or below 60% Area Median Income (AMI). Funds are available until exhausted on a first come first serve basis determined by an approved completed application. The same loan program requirements will apply. Please see separate application.
Program Loans
The moderate rehabilitation program provides 0% deferred payment loans from $1,000 to $24,999. Loan amounts are subject to program funding constraints. Once work has been completed and contractors paid, a mortgage will be placed on the rehabilitated property. The present restriction on affordability is as follows:
- 5 year affordability period requiring full payment of the County funds should the household sell, transfer, refinance, obtain a reverse mortgage or utilize any vehicle to obtain cash against the equity of the property within the first 5 years
- There is an extended period of affordability where 1/5 of the affordability subsidy will be forgiven for the next 4 year period
- The County will require 1/5 repayment should the owner transfer, sell, refinance obtain a reverse mortgage or utilize any vehicle to obtain cash against the equity of the property
Subsidized Grant Programs
Mobile Homes
The County has established a subsidy limit at a maximum of $6,000 for mobile homes specially for heater replacement where there is no heat* and/or no running water. General construction repairs or weatherization are not eligible for this subsidized grant.
Americans with Disabilities Act (ADA) Ramp Program
The County has partnered with Habitat for Humanity to install ADA compliant wheelchair ramps to homes. Owner occupied homes will receive a subsidy limit of $4,000. All other eligibility requirements remain.

The Weatherization Assistance Program assists income-eligible families and individuals in Cumberland, Gloucester and Salem counties by reducing their heating/cooling costs and improving the safety of their homes through energy efficiency measures. Energy efficiency measures performed through the program include air sealing (weather-stripping, caulking), wall and ceiling insulation, heating system improvements or replacement, efficiency improvements in lighting, hot water tank and pipe insulation, and refrigerator replacements with highly efficient Energy Star rated units. Both single-family and multi-family buildings are assisted. See attached brochure.
USDA RURAL DEVELOPMENT: Single Family Housing Repair Loans & Grants

The USDA Home Repair program provides loans and grants to very-low-income homeowners to repair, improve or modernize their homes or grants to elderly very-low-income homeowners to remove health and safety hazards. Loans may be used to repair, improve or modernize homes or remove health and safety hazards. Grants must be used to remove health and safety hazards. Attention All Registered & Licensed Home Improvement Contractors
If you are interested in participating in the County's Owner-occupied Home Rehabilitation Program, please complete the Gloucester County Home Improvement Contractor Application (PDF) and submit all requested documents (including copy of licenses, insurance, and business registration) to Housing and Community Development.
All contractors are subject to the policies and procedures manual. Contractors are selected by the homeowner and payment by County is based on reasonable cost threshold set by competitive proposals received (at least three).
