The County Inter-Agency Coordinating Council (CIACC) works to develop and maintain a responsive, accessible, and integrated system of care for children with special social and emotional needs and their families. This work is done through a partnership of parents, consumers, youth, and child serving agencies. The CIACC looks to the Local System of Care to deliver services. The CIACC advises the Board of County Commissioners and aims to support and assist in minimizing the impact of local barriers to serving children with special needs in the community.

The Gloucester County Local System of Care works through a collaborative decision-making process with the lead state agency, the NJ Division of Children's System of Care (CSOC) which aims to optimize services in the least restrictive, but most appropriate setting possible.
